Twitch said Thursday it will ban users who repeatedly spread harmful misinformation on its platform. The streaming site said the new rules won’t apply to users based on “individual statements or discussions” on a channel but to users “whose online presence is dedicated to (1) persistently sharing (2) widely disproven and broadly shared (3) harmful misinformation topics,” the new policy states. Am gestrigen Donnerstag veröffentlichten die Mitarbeiter von Twitch einen neuen Beitrag auf ihrer offiziellen Internetseite, der die Nutzer der Plattform über eine weitere Änderung an den Richtlinien in Kenntnis setzen sollte. Diese Anpassung der Community Guidelines soll wohl die Verbreitung von Falschinformationen über Livestreams etc. verhindern und die dafür verantwortlichen Personen bestrafen. Wer in Zukunft extrem häufig falsche Informationen zu weltbewegenden Themen verbreitet, der kann dafür einen dauerhaften Bann auf Twitch erhalten.

Der Ankündigung von Twitch zufolge werden sie diese neue Richtlinie aber nur bei Nutzern/Streamern durchsetzen, die 3 bestimmte Anforderungen erfüllen. Die drei Kriterien sind die (1) beharrliche Verbreitung (2) weithin widerlegter und verbreiteter (3) schädlicher Falschinformationen über Twitch oder andere Dienste im Internet. Twitch stuft diese Menschen als “harmful misinformation superspreaders” ein, deren Content nicht mehr länger akzeptabel für die Plattform ist. Die Seite hat sich für diese drei Kategorien entschieden, weil sie zusammen angeblich das größte Risiko für potenzielle Schädigungen in der echten Welt darstellen. Einmalige Aussagen mit falschen Angaben oder sachliche Diskussionen sollen nicht bestraft werden.

Ansonsten betonte Twitch in der Ankündigung recht deutlich, dass sich das Ganze höchstwahrscheinlich nicht auf die beliebtesten Streamer von Nutzern auswirken wird. Zusätzlich dazu gibt es bisher wohl recht wenig extreme Verbreiter von Falschinformationen auf der Plattform. Trotzdem ist die Firma sich darüber bewusst, was für negative Konsequenzen die Verbreitung solcher Falschinformationen haben könnte. Daher möchten sie das Ganze schon jetzt unterbinden und einschränken.

Auch wenn Twitch diese Änderung scheinbar als recht positive Entwicklung einstuft, so rechne ich persönlich kaum wirklichen Auswirkungen. Die drei Anforderungen sind recht streng formuliert und betroffen wohl wirklich nur Kanäle, die gezielt falsche Informationen verbreiten. Davon gibt es natürlich relativ wenig Kanäle auf Twitch. Die meisten Falschinformationen stammen aber von normalen Twitch-Kanälen, deren Streamer sich mit anderen Dingen beschäftigen und nur nebenbei ihre eigenen falschen Ansichten oder zufällig in den sozialen Netzwerken aufgeschnappte „Fakten“ teilen.

Preventing Harmful Misinformation Actors on Twitch

Every day, people come together on Twitch to build communities that celebrate a variety of interests, passions, and talents. We’re proud that Twitch can bring people together – but we do not believe that individuals who use online services to spread false, harmful information, have a place in our community. While these individuals are not prevalent on Twitch, they could cause significant harm if allowed on our service. That’s why today we’re updating our Spam, Scams and Malicious Conduct Policy to prohibit Harmful Misinformation Actors from using our service.

Before we continue, we need to make one thing clear: this update will likely not impact you or the streamers you love on Twitch. Our goal is to prohibit individuals whose online presence is dedicated to spreading harmful, false information from using Twitch. We will not enforce against one-off statements containing misinformation.

We’ve partnered with over a dozen researchers and experts to understand how harmful misinformation spreads online and ensure our approach to mitigating its risks in our community is effective for Twitch. We’ve learned that Harmful Misinformation Actors account for a disproportionate amount of damaging, widely debunked misinformation online. Together, we’ve identified three characteristics that all of these actors share: their online presence – whether on or off Twitch – is dedicated to (1) persistently sharing (2) widely disproven and broadly shared (3) harmful misinformation topics, such as conspiracies that promote violence. We’ve selected these criteria because taken together they create the highest risk of harm including inciting real world harm. We will only enforce against actors who meet all three of these criteria, and our Off-Service investigations team will be conducting thorough reviews into each case. You can report these actors by sending an email to OSIT@twitch.tv with the account name and any available supporting evidence.

In addition to this update, we will continue to take action on misinformation that targets specific communities under our Hateful Conduct & Harassment Policy, and will also continue to take action on content that encourages others to engage in physically harmful behavior under our Self-Destructive Behavior Policy.

Community safety is not an end state, and we are always evolving our approach in accordance with expert guidance and trends in our community or the wider industry. While harmful misinformation is not currently prevalent on Twitch, we understand that it can evolve very quickly, and will continue consulting with experts to ensure our approach to curbing its potential harm is effective—as we do with all of our safety policies at Twitch.
